Christ is both the high priest and the king as typified by Joshua and Zerubbabel. He is the only one qualified to hold both offices and His holding these offices are for the carrying out of God’s administration.
“and he (Joshua) will shoot forth from His place and will build the temple of Jehovah.” Zech 6:12c
